If a bettor chooses East as the winning player and East is lucky enough to have a Heavenly Hand after the deal, the bettor is paid as usual. This rule is not found in Mah Jongg Made Easy or any Bulletin.
Value of an Earthly Hand (Article ID 134)
When East player (the only player with 14 tiles) has Mah Jongg after the Charleston, it is called an “Earthly Hand.” If this occurs, it is considered a self-picked mah jongg and the winner is paid double by all players.
The Heavenly Hand and its Value (Article ID 41)
If after the tiles are dealt out, and before the Charleston begins, East player has mah jongg it is referred to as a Heavenly Hand.
